We are running Backup Exec 2014 and are opening a remote site. We have a link between the 2 sites however it is only 5 mb/s so we don't want to push the data across this link. We are trying to figure out how to have a backup run in the remote site and write to a Terrastation in the same remote site. I have the windows agent installed, and created a storage device on the terrastation. However it seems to be pushing the data across the network to the main server before going back across the network to the storage device. I tried installing the deduplication option in trial mode, however i can't setup a deduplication storage device since it is remote storage and isn't an Openstorage device.

This would allow you to write data directly from the machine in question to the Terrastation without having the data go across the network to the media server at central office. I know this is not what you wanted to hear, but this is how the product is designed. Is there just a single machine at the remote site?

I generally don't backup remote servers. I use DFS Replication to replicate the files back and then do the backup against the centrally replicated files.
I have one server that is remote and I backup a portion of it, the portion that isn't replicated. I run incremental backups every few hours over a 3 Mbit WAN, during business hours without issue. If you can do an incremental forever with synthetic full backup schedule you should be able to make it work over the WAN if your change rate isn't too high. I do have QoS on my WAN connections so I minimize the impact of backups on important network traffic that my users care about.
